Taught once. Turning a vague tasking into answerable questions and a plan to answer them: the
PIR → indicator → SIR chain (each pinned to NAI + LTIOV), the collection plan, and gap analysis. This is the front of the
intelligence process and the source of the 00 · Collection Plan branch in every collection map.

Notes
- Lead canon: McDowell (ICP/TOR/12-step) + SAT (indicators) + Clark (gap→collection).
- L1-01 is the first card built; it proves the fusion method and the card format. Flagged for re-anchor (built on ATP 2-01, now dropped — revision pass to McDowell/Clark; card body not edited until that pass).
