One investigation, end to end, producing a real deliverable — the proof that a student can integrate the whole course, not just recall its parts. Competency is demonstrated, not quizzed.

Shape
- Tasking — student receives a realistic RFI; writes PIRs (L1).
- Plan — builds a collection plan + selects the right applied track(s) (L1,
20-applied). - Collect & process — works a target through the collection map; pivots, resolves, maps (L2, L3).
- Analyze — competing hypotheses, assumptions check, graded sources, calibrated confidence (L4).
- Produce — a real deliverable from
osint-cell-dev/deliverables/, BLUF-first (L5). - Peer review — graded against the ICD 203 analytic standards rubric from L5-02.
Recommended anchor
The intelligence estimate (G-01 / OSINT-029) is the natural capstone deliverable — it re-integrates the entire core. Lighter capstones (a subject dossier, a corporate DD) are valid for shorter cohorts.
Notes
- The capstone is the course’s single assessment of competency; everything upstream builds to it.
- Reviewers use the same ICD 203 rubric the course teaches — students are judged by the standard they learned.
